I'd always thought of it as wands (fire), cups (water), swords (air) and pantacles (earth), and I thought this was generally accepted, as this is the order that it emenates from the top down on the tree of life, as well as the order in astrology. Thus the father/king/knight is firey, representing the strongest or fiercest emenation of the element, the mother/queen is watery, the son/prince/page is airy, and the daughter/princess is earth. Again finding the order as represented by tetragramaton still in tact. Spirit, represented by the tip of Yod in tetragramaton possibly points to the higher archetypes of spirit found in the major arcana.

I've always thought most decks start off the minor arcana with swords... air, east, dawn, new berginnings... and move around the elements like the cardinal directions on the compass.
Swords-east
Wands-south
Cups-west
Pentacles-north
I think this orer is correct:
Wands=Spring, so begin the year, as in the astrological calendar. Then Cups for Summer, Pentacles for Autumn, Swords for Winter.
